Folding the lower half portion of the stripes over the stars is next and the corners should meet well before creasing. The process is repeated with the blue starfield ending up on the outside when folding horizontally.

The next step could be tricky and should only be done by someone who can understand directions well. The corner of the folded edge of the stripes will need to be brought up to the open edge in a triangle shape. The triangle will be folded in to form a second triangle. The process will continue until all that is left is a blue star field in a triangular shape.
